Parsons Behle & Latimer attorneys Steve Hull, Jim Butler and Hal Pos assisted Barrick Gold with the donation of portions of the former Homestake Mine in Lead, South Dakota to the state of South Dakota for use as an underground scientific laboratory. Barrick's donation of the property was key to the South Dakota site being selected by the National Science Foundation as the site of the Deep Underground Science and Engineering Laboratory. PB&L is pleased that Barrick received a Public-Private Partnership Award from the National Governors Association in February .
Barrick was nominated by South Dakota Gov. Mike Rounds for its work with the state's Science and Technology Authority. The key aspects of the public-private partnership included a complex donation agreement that addressed future reclamation and closure of the site, changes to South Dakota law to allow ownership and management of the site as a laboratory, and funding for management of the site by South Dakota. The deep underground location of the site will support basic scientific research into questions that include the nature of dark matter and particle physics. The project will provide jobs to local residents who worked for Homestake before the mine closed in 2003 and, if fully funded by the National Science Foundation, will have an impact of more than $1 billion on economy of the Black Hills region.
